I'm not exaggeration because I do know a few cases that took that long. I don't know what do you mean by high immigration risk countries, but in general coming from developing country takes longer to get the application approved but each case is different. If the partner is a Finn, the case always be handled faster. On the opposite end, I also know one case where a lady came to Finland with a tourist visa, got married here and then got her RP two weeks afterward.

Sorry, that was poorly worded. I did mean people from developing countries, and in general people who are more likely to want to emigrate to Europe and North America at all costs because conditions in their homeland are less than ideal, and who might do that by entering a "fake" marriage. My partner is a Finn, though, and so is the OP's partner. But, as you said, each case is different

and when I wrote "roughly comparable" case, I meant something where neither the country of origin or the lack of prior common history would raise suspicion.
