BTW I live at the moment in a southern US state where even the cops ignore stop signs (and civilians collect them for decor) -- yet still I'd say more than half of drivers use low beams all day if they don't have Euro-style running lights. I don't see it as unusual, which may be why the Cow Talk guys haven't bothered to mention it.
As he persisted, I was obliged to tootle him gently at first and then, seeing no improvement, to trumpet him vigorously with my horn.

I believe that you are a bit shy of the actual historical perspective.
There was NO idea at all in Finland (forget Nordic - Finland didn't achieve 'Nordic' status until well into the 80's) - please do not confuse 'signed up' with some Nordic institutions with actually partaking of the SE DK NO ideas IN PRACTICE!
Finnish cars on the highways had NO IDEA of what it meant in safety terms of what it meant to BE SEEN on the highways. In fact it was a horror story in the 70's and much of the 80's here - Finns would pass on a TWO lane highway by just going into the middle of the road and FORCING on-coming traffic onto the shoulder if they did not want to have a head-on!!!
A law (or asetus) was passed at some point in late 80's or early 90's - and in the typical Finnish way - the law pre-empted the habits - Finns started to obey the 'law' even though many had no idea of why they were doing it.
Even today people are trying to get away with using 'driving lights' as the daylight requirement - they are blind (pun intended) to the whole idea of BEING SEEN by someone else attempting to pass in the on-coming traffic.
By the way: I had a number of conversations in the 70's with people supposedly concerned with 'highway safety.' I told about the driving with lights on idea. I was pretty much handled as an alien from wherever.
They say - 'ask the man who owns one' - well I saw VERY personally how Finns protested with their own behavior that someone would actually use real lights in the daytime.

I have driven in ALL 50 states very much - and recently intensely in California, New York and Michigan - please do NOT tell me about people using low beams in daylight - the lights I do see are usually 'driving lights' which are a direct contradiction of anyone understanding WHY they should have their lights on.yet still I'd say more than half of drivers use low beams all day if they don't have Euro-style running lights. I should also say the LACK of use on rainy days and in dark twilight is close to INSANE!

These are ridiculous! That is 'running lights.' The whole idea is that one can be seen COMING from hundreds of meters the other way. 'Running lights' are thus a sick joke.Euro-style running lights

Probably as well enforced as the already ridiculously loose gun laws. I probably have worn out most of the bright-low switches on my cars flashing to all the idiot cars without lights on in those INSANE conditions.Also illegal in most states.

I believe the US got into the discussion just as an indication of how Finnish habits in this matter changed 180 degrees within 30 or so years.
There are many more instances but afterall this is a headlight bulb thread and we wouldn't want to get off topic.
