Are you sure she is not toying with you?
perhaps she got a sackbuddy in reality and this is her way to get rid of you? You never know.

When her family/friend in Finland don't think it is necessary to take actions why would they respond to you?
If she has a history that is troublesome, her relatives/friends would already keep an eye on her.
Oombongo's suggestion looks much more realistic.
