Almost impossible.
You need to get your foreign degree certified, do a test (in Finnish) about Finnish electrical legislation and do a practice period under the supervision of a certified Finnish electrician.

Rinso is right. Trade practice is highly regulated in Finland. They did not have the "do your inter-cert and get a stint as an apprentice" system. To be an electrician you went to a technical secondary school and took the classes in the electro-technical stream of that school. You then graduated with the title of technican or went on for 3 more years and got the title of engineer (academic title, nothing to do with engineering per say). In theory, if you have the right school, get your qualifications regulated and learn Finnish, you could work. But, lots of competition from Estonians who had a similar school system and whose language skills are usually excellent from a lifetime of watching Finnish tv and having a language which is similar to Finnish.
