hey peeps, I was reading the story about a Finnish guy who built his own very small hut on a piece of land he does not own and without the need for a planning permission.

I understand from the story that there is a Finnish law that allow the building of less than 9m square cabin without planning permission (even though i searched a lot to find an reference for that but i could not).
but the question remains, how can one does that on a land he does not own...is there any laws in this regard?

If I don't remember totally wrong from the Helsingin Sanomat article, his family owns the land (parents or grandparents... I don't remember). What they wrote in the story is way too simplified. It's not the square meters that is the point... basically more or less anything falls under "you need either a rakennuslupa or toimenpidelupa". There are some "unless", though, most playhouses would be one. What exactly needs or doesn't need permission depends on the municipality, so ask the local rakennusvalvontaviranomainen.
