I've been to TE-office in Turku to register for finnish lessons 2 weeks ago.
Can anyone tell me how much is the average waiting time?

Usually depends how much ppl apply for the course. I used to wait a bit, as the TE-office has to wait for the feedback from the school.
They told me 1 week before the course started that I was accepted. Good luck!
