You can use their web service to submit it from your couch.

But i sense here a situation where someone is taking advantage of the 'rules' as written - I see now they are not even from a EU country. It is not clear to me why the 'rules' are paying unemployment to a wife - on the other hand many are weaseling payments to families when they haven't even come to Finland.

If someone from country X wants to move - and bring certain skills - fine - but on what basis should a family be supported - and certainly one should think about giving them unemployment benefits. If someone wants to move a whole family, one should negotiate with the prospective employer as to whether the salary will be high enough to support dependents.
Since his wife is not from an EU country she would require a residence permit (which is easier to get if a husband is an EU country citizen). But still they would have to check for the family income before issuing such adocument to her. sources of Income might be different , not only salary, but , for example , rent collected from an apartment in another country (it will be taxed in Finland as well). But , I strongly believe that you are right in stating that unemployment benefits should be only collected for the real reason - being unemployed. The whole approach " do I really have to go to classes to learn Finnish?" Is essentially wrong. That is present day socialism in action....
What do you want from me?????
