Driving License
Are you allowed to drive a friend`s car in Finland? Do you need a written permission to do it? If yes, what should it look like?

No, the car has (to have) the insurance, not the driver. So there is no such thing as "uninsured driver" - if theres an "uninsured car" (let alone uninspected or untaxed) and you get pulled over theres no excuses but a serious amount of money to pay. A few thousand per week... So any note from the friend is irrelevant compared to the inpection papers and a receipt on tax and insurance. And its all irrelevant what the papets say, as the final authority is the police/DMV computer...
