Applying to lukio with gcses?

Hello! I'm a 15-year old girl living in London. I'm currently in year 10, so I'm doing my gcses next year! The question is, can I apply to lukio with gcses or is lukio too advanced for me? I've lived in finland 14 years and just moved here last year, but I'd like to get back to Finland as soon as I can because I hate it here. So basically I'm missing the last two years of peruskoulu which means that I don't know that much swedish and I guess I'm missing something in äidinkieli/finnish too. Does this mean I have to do A-levels here or can I apply to lukio?
