Hello!
I am a new student in Helsinki. I am gonna apply for SS number. But my wife, who is also here and who is a resident, can't apply for SSN because of a silly mistake in our marriage certificate's apostile. So, my wife only has 2 options in this situation: 1. go back to our country and make the apostile 2nd time, which is very expensive and will take much time 2. stay here without SSN.
My questions are:
1) does EVERY resident have to have SSN or it is optional?
2) if it is required to have SSN, is there any penalties for staying without it?

no, there are only several regional ministries which are responsible for making apostiles. personal presence is requiredtummansininen wrote:If the apostille is wrong shouldn't they correct it for you? And you don't have to necessarily physically travel, they can be arranged via mail.

I am not a citizen of Finland, and i am not a EU resident - i am a student who has a temporary resident permit. I will get a SSN on the grounds of my study certificate.
My wife is not a citizen of Finland, and she is not a EU resident, but she has a temporary resident permit on the grounds of our marriage. She only can get SSNon the grounds of our marriage certificate.

If Maistraatti refuses to record your wife's information to the system they are required by law to give you a written administrative decision on it. I am guessing the problem is that the population register includes marital information and because of that they have issues. Maybe it's possible to get her to the system without recording your marriage (status = unknown). You are required by law in Finland to keep your address up to date in the population register (punishable by fine). Staying out of the system at the minimum causes confusion later down the line when it's time to renew the permit. For these reasons I would focus on getting things in order (in addition to the obvious benefits of being in the system).
