Got Kela card today "family ties" but 6 months not 2 years??

Some weirdness happened today and hope someone can explain why,
I'll give as much detail as I can while trying to keep it brief.
In short my story is.
  • Studying masters here since 2011,
  • Graduated 2013
  • Was "tourist" all that time as I left he country often and no benefit to even registering right of residence apart from being by the book and I'm quite allergic to unneeded bureaucracy where I can avoid it.
    I did however get registered with temporary "student" residence with maistraatti, net-banking etc everything except spending €50 on a piece of paper from the police station
  • Moved in with my girlfriend and in registered relationship since 01.03.2013 (just over a year according to kela database)
  • spend the rest of the year looking for work and doing freelance programming jobs for pittance online, building up some projects of my own and learning some Finnish.
  • around January of 2014 I start earning more than could come under "freelance" and figure it's best to get myself fully legal here since in reality Finland has become my main home and I may not be young and in perfect health forever.
So from there I figure out I need to apply for permanent residence under "self employed with means to support" go to police station with forms and bank statements breaking down my income from freelance work and screenshots of my online wallet showing receipts and outgoings for the past 12 months and after having a laugh about "am I in trouble or not for only registering here now" I'm told it doesn't really matter since I'm EU but good I come anyway.
From there I get my status updated in maistraatti and go apply for the kela card.

There I detail how I am self employed, include proof of my earnings and so on. Usual to and fro as they ask me for documents I don't have like a E104 statement from my home country showing my welfare contributions when I worked there back in 2011 for some reason and YEL certification if I am self employed but I never got.

Anyway today I hear back they they did not approve my application as a self employed stating since I was not registered with YEL my employment does not qualify me for kela coverage

Työsuhteenne tai yritystoimintanne ei täytä yllä mainittuja edellytyksiä, koska Teillä ei ole voimassa olevaa YEL-vakuutus- ta. Tästä syystä Teihin ei sovelleta Suomen asumisperusteista sosiaaliturvalainsäädäntöä eikä sairausvakuutuslakia. Teihin sovelletaan kuitenkin työttömyysturvalakia.                         

Oleskelette Suomessa 1.3.2013 alkaen.


Oikeutenne sosiaaliturvaan määräytyy Suomen lainsäädännön ja Euroopan yhteisön sosiaaliturva-asetuksen 883/2004 perus-
teella. EY-asetuksen mukaan henkilöihin, jotka eivät työsken- tele, sovelletaan asuinvaltion lainsäädäntöä. Asumisperusteista sosiaaliturvalainsäädäntöä sovelletaan maahan tulosta alkaen Suomeen muuttavaan henkilöön, joka on Suomessa vakinaisesti asuvan henkilön aviopuoliso, vakiintunut avopuoli- so, tai hänen tai hänen puolisonsa alle 18-vuotias lapsi. 

Rekisteröity parisuhde rinnastetaan avioliittoon. Lisäksi
edellytetään, että Suomessa vakinaisesti asuvaan perheenjäseneen sovelletaan asumisperusteista sosiaaliturvalainsäädäntöä.
Yllä mainitut edellytykset eivät täyty, koska ette ole väestö tietojärjestelmän mukaan asunut avoliitossa vähintään kuutta kuukautta. Tästä syystä Teihin ei voida soveltaa asumisperus- teista sosiaaliturvalainsäädäntöä, eikä sairausvakuutuslakia.

So am I right to think I only needed to be in a six month established relationship in Finland?
I read from many sources online and was under the assumption it must be two years before it becomes legal.
I just find it very weird how they rejected me on one basis but accepted me on one I never even applied under, My lucky day perhaps ?

While I guess this is a good result considering I was stupid in not getting the right paperwork for my self employment does this mean my residence is tied to me being in a relationship in future, for example if me and my partner break up my reasons for being here are no longer valid etc?
I would much rather be "legal" in terms of my work than a relationship but if it's all the same I guess I shouldn't complain.

Anyway just thought I would post this here for reference as well since I always thought this two year relationship thing was the standard rule.

Yes.

You are mixing it with things like residence permits.

Finnish social security coverage is based on an assessment of your situation as a whole. So they did the job as they were supposed to and you did not get lucky.

Once you are in the system as a EU citizen the only way to get out is by deportation and the bar for that is quite high. You are tax resident here, so you really should fix the paperwork like YEL for self employment to avoid problems down the line.
