It also depends on the operating system. One general approach that works on all operating systems is to change the keyboard layout to Norwegian and then print the layout next to the keyboard.
Re: Norwegian letters on laptop
If it is ONE address (or a few) I'd just find the characters in (any) document online and copy-paste them.

If your using windows 7 you can change the keyboard setting by :-
Control panel -> region and language click change keyboard then add and choose norwegian from list.
Or
If you have little keyboard icon (language bar) on bottom right of screen - right click pick settings and then add norwegian.
You can set hotkeys to swap between keyboard layouts under advanced keybords settings in the same place.
Disclaimer - this works on windows 7 pro - cant confirm about other versions

If it's a one-time thing or you don't mind the hassle, then head to Google Translate and choose that you're translating from Norwegian to any language, then you key a little button that opens a Norwegian keyboard. You can either use the mouse to click on the letters, or directly start typing on your Keyboard as if it were Norwegian and Google will "convert" to the layout you chose.

Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.

if you are using windows then you can configure several keyboard layouts (control panel: region and language: change keyboards) and add the Norwegian keyboard there. Then configure the "language bar" which allows you to switch between the different languages you have installed. You can switch permanently or change from time to time (eg you write the occasional email in Norwegian but mostly write in finnish). The language bar setting is specific to each program you are running - so you can have Outlook using the finnish keyboard but Word using the Norwegian layout.
Another approach is to keep the keyboard finnish but use the ALT+numeric keyboard to get the occasional Norwegian letter (eg writing in finnish but need to use Norwegian place names).
the list is here: http://www.starr.net/is/type/altnum.htm eg to get Æ you hold ALT down and then type 0198 on the numeric keypad.
You could make a label with just the characters of interest and stick it to the keyboard or desk.
