Did you read the descriptions? "The aim of the project is to encourage Finns with African background to tell about their activities and to get involved in society and culture" - 87000€, *ka-ching*.
I have. While the description might be silly or the purpose vague and unnecessary, and the price tag is high (compared to our salaries), I still think it's very irrational to look at the issue like that. Assuming we're rational and logical people who look at issues objectively because we want what is best for this country, we shouldn't be driven by sensationalized titles, statements, and numbers.
The whole cost of all of those projects is extremely insignificant to deserve any attention. I think that we, as people who actually care, and if we really care, need to focus efforts on actual issues. For example, tax fraud, unemployment, when it comes to EU matters especially by applying laws and changes that are against Finland's interests, etc. etc.
If we keep focusing attention on little issues, who's gonna draw attention to actual issues?

I think an investigation must be carried out first, and then there needs to be an economical feasibility study to decide if the problem is big enough to warrant taking those people to court. If the issue is too little to deserve legal action, then it's probably too little for us to obsess about.
Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.
