Still every last bus from Hervanta to Keskustori during any student party is like a pub. People not only drinking or making out also making cocktails...

There is no such law. However, the contract of carriage with the bus is construed so that they agree to take you from place A to place B and in return you agree to follow the rules including the before mentioned signs prohibiting eating.
