You have one 3 and rest are under that, so I can't see how you would get the citizenship. You can always apply.

puheen ymmärtäminen 3
puhuminen alle 3

So next time if I get kirjoittaminen >=3 can I apply for passport with both test results ?Do I need to pass puheen ymmärtäminen again next time also ?

Correct, and no, you don't need to pass puheen ymmärtäminen a second time, the link clearly states you can use two certificates to show proof.

I have to say though, aiming for passing 1 section out of 4 is a really poor thing to aim for. Everyone really should aim to pass them all and it's likely you'll pass the minimums you need. In most cases people will have at least 6 months between their attempts, plenty of time to get a borderline score up and practice the parts of the test that were most difficult (and yes I know that interacting with a computer is awful, but at least you know how the test functions now).

You are right that one should aim to improve all but....
Depends what your skills are. If i had to do similar english test i would probably shine in reading and understanding spoken, writing is problem in my native language so english would be even bigger problem and speaking foreign language... My tongue just want to speak finnish and gets confused on pronunciations, i do know how to say but that info just doesnt go in mouth so rally english at best.... Do they allow that you drink vodka while in test? That helps speaking. If i had to really learn to speak then "throw me in middle of england/usa/etc" then spoken may be acceptable after a year or two... I would use all of my energy on spoken and fck written, cant write anyways regardless of language.
