Tax - moving & applying for lower withheld rate

I am moving from Lahti to Helsinki and I was wondering do I notify the tax office of my move by going to the office in Lahti (old location) or Helsinki (new location). Does it matter?

Secondly, now I will be commuting and I wanted to lower my tax percentage that's withheld because I will have to pay for commuting expenses (which then will be deducted at the end of the year). Is it possible to lower your rate? I understand that at the end of the year I would "owe them money" but then I would deduct it. How should I go about doing this if it's possible? My current rate is 23.5% but I want to lower it to 13% so I can cover the commuting cost. This would be 300 euros less a month, and is still a conservative estimate for commuting.

You do not notify the tax office at all. The municipality is automatically taken from the population register (which you update through post.fi). For taxation it matters only what is was when the year changed.

All of the important authorities will be notified, you don't need to do anything.
Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.

You won't get the whole commute rate deducted. Firstly, its the "cheapest option" which is say the train monthly pass. Then you have the liability (just like in an insurance) and thats... Whats it these days, 500 per year? So anything over that you might be able to deduct... Thats might as they may revamp the rules so be on a conservative estimate.

As for moving, you either go to the post office and fill a form (and tick the right boxes) or call the magic number they have for moving. Just make sure you make it both to the post and the magistrate. Once the magistrate gets the info "in the computer" the s*t starts flowing down the hill, and your address gets updated. No use going to places telling as they won't believe you as the computer says different ;)
