Puhun jo vähän suomea, mutta haluan oppia enemmän. Etsin töitä Oulusta, ja minulla on CV.

I'm from Montreal, Canada, and planning to move to Oulu ASAP, but I'd need a job offer in order to apply for a residence permit. I have a degree in Sociology and a minor in Hispanic studies, as well as several years experience working in an office in a restaurant. Besides English (ja vähän suomea ), I speak French, Spanish, German (beginner), and Greek (intermediate). I've also done score-keeping for hockey games (high school) and worked as a sales clerk for a sports store.
I would like a permanent, full-time day job in Oulu or at the most, not very far from the main city.

I'd say your plan is unrealistic. That degree doesn't get you anywhere. There has been big structural reduction of office work. And when there is a office job, there's no lack of candidates. It's very unlikely an employer would go though the bureaucracy to hire someone without work permit.

If you want to move, go with the 'family relation' -route or consider berry-picking (they could be unwilling to hire Canadian though, because they do the hiring in big batches abroad as far as I understand).

It's very likely you (and many Oulunites) would be better off in Canada than in Oulu.
