Double Degree Year 1 Finland + Year 2 Norway. Am I eligible to apply for the 6-month post graduation permit extension to search for employment in Finland, after my Year 2 in Norway, since I have been out of Finland for one year.

I guess you are eligible, but remember to apply for residence permit in Finland for your 2nd year of study before you move to norway.

The law seems to imply it's only available at permit renewal:

However, if your Norwegian permit is still valid, you can use it to search for a job in Finland.
