Waiting time for resident permet Tampere

Hi everyone,
I applied today for my resident visa ( family ties) in Tampere police station. They emphased the fact that it takes 6-9 months and said that they are very slow. Does anyone have experience with this particular region ?
If yes how long it took ?

I applied in Tampere on April 17, 2014 and got the card on July 2, 2014. They told me it would take 4 months but it took 2.5 months. Family ties, American with Finnish spouse.

Please note that family ties to a Finnish spouse RP is a lot quicker than a similar RP but to a non-Finn.
