Online websites, are you serious? It's not like you are buying a pair of socks. Pets are always bought in person and a responsible seller will make a judgement whether the buyer is capable of taking care of the pet. After you've decided what kind of a cat you are interested in buying (if you are thinking "just a cat", don't get one), a kitten or an older one, which breed etc. you can go on from there. There are breed specific associations from which you can get more information. Also there are animal shelters that give out abandoned cats.
