There aren't any, especially during the week. Not in a way that even with a parking permit, which is required in many areas to park on the street if not paying on an hourly basis, you would easily find a free place without having to drive around a little. And with parking spots that actually are free-of-charge, given the situation is what it is, others surely have found those as well.

without having to drive around a little
It's hardly a 'little' during the day - eg Punavuori. One pays almost 400€ a year for a Y permit - and then need to drive around for 20-25 mins very often.

Rakennusvirasto gives building permits closing down huge areas but never puts temporary openings where there have just been seemingly capricious reasons for 'no parking.'

I don't think there is any *free* or cheap parking (define "cheap" and define "city centre") IIRC Zone 3 is about 2€/hour which is OK for an hour or two but no so OK for the whole day. There is free parking in places like the car park at Verkkokauppa in Jatkasaari which is limited to 2 hours and also in places like the street outside the Arena Centre in Ruskeasuo, but again it's limited to 2 hours during the week. But in the very centre, no nothing.

Public transport is the way to go...
