Hello everyone. eU cit

I am a EU citizen and I studied in Finland in 2007 for a year as an exchange student, I registered to the police station then, I am a EU citizen . I came back in Finland in 2012 for an internship and went to Maaistrati. The women there told me that I already have my social security number from the last time so no need to go and register again to the police station. After my trainee, I started immediatly to work in Finland and I paied taxed for almost two years. Meanwhile I met my fiinish boyfriend and we moved together. I ended my contract in June 2014 and went to France for family reason. I came back in Finland december 2014 and wanted to ask resident permit on family ties because I was living with my boyfriend for two years. I have been told at Maaistrati that they do not have any record from me betwee 2008 and 20013 when I moved with my bf even though I went there one time already to change my adress. They said I have to go back to the police station. Fine. I went there and they told me I cannot register under family ties because they will not take into account my time in Finland cause I did not register to the police and now I am "illegaly" here and I should just travel every three months. I tole them that I paied taxes and so one but still they say I have to find a job to get the resident permit. Do you think I can have any action against it ? I cannot have a kela card and I cannot even have my unemployment benefit.... Finding a job is not easy, I am now taking intensive finnish class but still.

I paied taxed for almost two years.

If you worked and paid tax for 2 years (2012 - 2014) - you must have a tax card - if you have or had the tax card - means you have to have a SSN - if you have SSN - means you have Kela Card. So where is your kela card ? you haven't mentioned anything about this ?
When you were working (2012 - 2014) - where is your RP that was the base for working - what type of RP it was or it is ?

Having a SSN does not mean one has a KELA card at all. One might, but Maistratti might decide to give you a number and then KELA doesn´t agree that you should be covered. Or you never applied for the KELA card.

That means the person is or was not covered (health Insurance) - what about tax card and RP - Insurance is a must. so all I can say there is something missing in the OP story

I can see two options. The easy one has been mentioned already (get married). The other one is to appeal the police decision. That means you need to have written decision to deny the permit. If you did not actually apply (submit the papers), you need to do that. Bad point with this route is that, even if successful, it is going to be slow.

On that basis I'd expect that appeal against a negative police decision would be successful, but even if I am right, it would be a slow process (Getting married would be lot faster).

Thanks a lot for the replies, I could not see my post anymore so I did not reply before.

Indeed, I worked in Finland for two years and I have my tax card. But I never get a Kela card. My contracts was 6 months all the time and were renewed. When I asked for the kela card, they said they will gave me one for the period of my contract (6 months). I get a paper saying I will received it but I never. Then I just gave up as I knew I will come back to France. Also, getting a kela card was not a "must do" for me because I did not have to pay for the doctor (due to my contract with my employer). So having a social security number does not necessarily gives you a kela card. Nor having a tax card.
Anyway as someone pointed out, I do not want to get any attention, especially from the police. I know that one solution will be to get married but I was wondering if there was any other solution. I went on a finnish website where you have all info about yourself, and indeed, it says that I leave abroad (meaning not in Finland). It is really scary to realise that after years of living here I do not actually really "live" here. Anyway thanks for your advise and comments.

As an EU citizen you don't have really much to be afraid of. If you were my girlfriend I'd say go and submit the permit papers if you haven't done that already.
