I am completing my 4 years with A permit in September. can i apply for permanent permit now? If yes whether application process will start now or in Sep. What if i dnt have work contract after Sep, whether still i am eligible to get Permanent Permit for 4 years?

The question you should be asking is: "Will I get it if I apply now?". I think the answer is probably no.
What if the processing of your application starts before September? Well, you'll be screwed. Then you'll have to go through appeal and so on and so forth.
The permanent residence permit is granted on the grounds on which you were granted your continuous residence permit. So, yes, you need to have a job by that time.
On a different topic, what is it with people magically getting divorced or losing their jobs just by the time they're getting their permanent RPs?
Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.
