Locating a Finnish Citizen's ID Number

A friend of mine, who is a Finnish citizen but has never lived in Finland, needs to find out what his social security number (henkilötunnus) is. How can he do this? He can call the magistrate to find out from there, but he's not sure what information he'll need to have available. He doesn't, for example, know the address of his mother, who was Finnish but is no longer alive. What will he need to prove his identity before Maistraatti will tell him his ID number? Thanks for any advice you can offer :-)

Why is it needed? Any way this is best solved by just calling them and asking. Given the facts above I wouldn't rule out the possibility that no id number was ever issued (if the move abroad happened before 1971).

http://www.maistraatti.fi/ on their site you can print out a form to send to the maistraatti for data in the population registry

Well, calling up the Maistraatti would be a start. Knowing the birthdates (and death) will help.

visit - - www.vrk.fi - - The ID stuff is explained there - do the math and get your ID as simple as 1+1 Now, if you are a genuine case - you do not even need 1+1, all you need is your passport regardless of issuing authority at the time you visit maistratti.
I'm gonna make him an offer he can't refuse. I'm gonna grant him all my old underwears that fit his head helping his nose stays in place

Not only this is a bad advice, it's factually incorrect.
Yes, all parts of the henkilötunnus are generated from information available to the individual or information derived from it... except for the yksilönumero, the xxx part "ddmmyy(+|-|A)xxx[A-Z]".
Unless you can go and find all the people who were born on the same day as you, you need Maistraatti to give you that part.
Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.

It is the registration order rule also for those born here and it does not happen in the order the children were born (or at least did not a few years ago). It is claimed kids born currently (or since 1997) don't get numbers below (about) 500. If so, both of my kids (born in Helsinki. I recall vaguely that the hospital in question may have or had had effect on registration order) seem to have rather low numbers considering the time day were born.
