Permanent residence without stable address

Post by beherenow » Thu Jun 25, 2015 1:00 pm

Hi, I'd like to ask if anyone knows what to do in my case - I have permanent residence and job (but I work from home) in Finland with an address of my current rental. However because of nature of my work, I'll travel quite a lot and will spend quite irregular time periods in Finland so it probably doesn't make sense for me to pay rent there and simply just live in airbnbs when present in country and so on. My question is - is it possible to have permanent residence without permanent address? How to register it with Maistraati? I can't be the only one with this problem :-). Thank you a lot :-)

PS: just a side note in case of suspicion - I have NO intention to do it because of ANY benefit frauds. There is no way I'd stay resident of Finland without permanent job. Thank god I'm working in a field where it is problem to actually stay unemployed, so I don't see any point to just collect benefits (very low comparing to normal salary) from one country when I can find easily job in some other one. Just for full disclosure, because from what I've seen it's usual worry here :-)

You said you have a permanent residence, do you mean to say: you have a residence permit (P) but no physical residency?
I'm gonna make him an offer he can't refuse. I'm gonna grant him all my old underwears that fit his head helping his nose stays in place

Checking posting history: He is an EU citizen, so he does not have a permit.

For OP: So you (formally) work and pay taxes here? I'd think it should be OK, but I think you could actually ask from Maistraatti.

Yes exactly, my employer is finnish company and I pay my taxes and all contributions in Finland (and I'm EU citizen). Since I work from home most of time, employer said they don't mind if I'm not physically in Finland for some, even longer periods of time, they care only about work results and it's better for them when I'm Finland's taxpayer :-). Ok, I'll ask Maistraatti, I just wanted to know if someone has any experience with similar situation :-).

You can register Poste Restante. This means you will be without physical address in the population register and will have your mail delivered to the post office of your choosing. Do note that where you pay taxes is a matter of applying facts and not choice. If you work from home that is not in Finland, then it's most likely that you should be taxed where the home is located.

yes I know, currently that 'home' is Finland, I just don't need to go to office few tram stops away :-). However the problem is when for example I'd be outside of Finland for two months and then again two months IN Finland (I know I should be at least 6 months a year in FIN), normal rent is probably out of question. since this digital 'nomadism' is becoming some kind of trend, I wonder how it's usually handled :-). But Poste Restante is probably reasonable option, thank you :-)

I guess there must be some applicable EU rule... Do I interpret right that there is NO country where you'd spend six month of a year? Is there some country where you spend clearly more time than in any other?

There are no EU wide rules for taxation. It is determined with the bilateral tax treaties. They are usually based on the OECD model. Here's an article on tie-breaker (which is having troubles loading):

Yup. Not loading for me either.
Here's the Google Cache version as an alternative

Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.
