Exchanging Driving License - 2 year cut off

Hey!

Well I am waiting until the last minute as usual to take care of some serious stuff. My two year anniversary with Finland is July 2, 2015 (three days away!) and I am going out of the country for a couple weeks the day after tomorrow. I went online today to book an appointment to exchange my USA drivers license and the first available date was for July 31. My question is, do you think it's okay if my appointment time is after the 2 year cut off as long as I booked it before the 2 year cut off? I couldn't find a way to contact the police to ask them this question (all of their contact info seemed emergency/crime related) so I thought I would turn to you all.

I don't want to go tomorrow or today to wait without an appointment because I just realized that I need some health form from a doctor saying I am fit to drive.

The law requires that you apply within the two years so they would be within their rights to deny you.
