Residence Visa for Special Conditions

Greetings, all, I have spent some quality time reading about valid reasons that Finland immigration would actually approve under the Special Conditions catagory for the initial one year long resident visa.
My purpose is to move my family and I to Finland for one or two years, pay taxes on the Finnish economy, and enter my 8th grade kid in an international school that teaches in English. I pay my own way with my USA-based retirement income. I take no jobs from anyone in Finland. Does anyone reading this know if this is an acceptable reason? I have chatted online with two different Finnish Embassy reps and they forward me to numbers in Helsinki which I have yet to get through to a live person to for an answer. They said the student visa was not an option until university age is reached...I currently live in south eastern Europe, outside the EU in my wife's native country. We are all US citizens. We have been to Finland twice for week-long visits and want to really get a year long, full effect or even two years! Thanks - ken

I don't think you can get a permit.

As for your child going to uni, that still wouldn't mean you'd get a permit. Only he might get one.

You have nothing which ties you to Finland. My guess is you won't get a permit.

"Special grounds" is something like you're the conjoined twin of a Stephen Hawkings - brain owning scientist with 13 PHD's and you kind of need to tag along.

So, you ain't "special".

I wish they removed this from the law... Ok, its there to give discretion, but too many idiots take it as a straw and don't realize they actually need to be a medically classified idiot to benefit of it.

The law translation is also way too ambiguous...

It's also due to somewhat lazy law writing. We can see from the government proposal that it's meant to cover quite a few concrete cases:

Momentin 4 kohdan mukaan tilapäinen oleskelulupa myönnettäisiin, jos muu erityinen syy puoltaa luvan myöntämistä. Tilapäisen oleskeluluvan myöntäminen ulkomaalaiselle olisi poikkeustapauksissa mahdollista esimerkiksi perhe-elämän perusteella, kun ulkomaalainen on tulossa Suomeen avioitumistarkoituksessa. Tilapäinen oleskelulupa voitaisiin myöntää erityisen syyn perusteella myös ydinperheen ulkopuolisille perheenjäsenille, kuten isovanhemmille tai ulkomaalaisille, jotka haluavat tutustua esimerkiksi kulttuuriin tai luontoon Suomessa. Tietyissä tapauksissa myös kansainvälisten järjestöjen kautta Suomesta lääketieteellistä hoitoa hakeville ulkomaalaisille voitaisiin myöntää tilapäinen oleskelulupa tai kun ulkomaalainen tulee Suomeen tiettyä oikeustointa tai oikeudenkäyntiä varten.
Tilapäinen oleskelulupa muusta erityisestä syystä myönnettäisiin myös silloin, kun Suomeen adoptoidaan lapsi ulkomailta. Tämä koskisi ainoastaan tilanteita, joissa lapseksi ottamiseen on lapseksi ottamisasioiden lautakunnan lupa, mutta valtio, josta lapsi adoptoidaan edellyttää, että adoptioprosessin loppuun viemiseksi lapselle myönnetään Suomeen oleskelulupa.
Tilapäinen oleskelulupa muusta erityisestä syystä myönnettäisiin myös kansainvälisen ohjelman kautta vapaaehtoispalveluun osallistuvalle silloin, kun maahantulon ja oleskelun edellytyksenä on oleskelulupa.
It would probably be a good idea to rather spell these out explicitly in the act. However, I am not sure that we are able to anticipate situations well enough that special category should be totally taken away.

Lots of eye-opening (love the humor style,too) references here and I am very glad that it seems I can finally have a good rationalle to not pursue this any further. ;(
However, it will not prevent us from renting a cool lake cabin for the summer next year, and kicking back once again on the excellent Finnish lake system as we once again take bets as we swat the kilo-weight mousquitos!
