DENIED A VISA BEFORE...SHOULD I SAY YES OR NO
hello everyone,
sometime in 2012 I applied for a tourist visa at the German embassy in my country and I was refused. my passport was stamped by the German embassy.
Now I am applying for a RP at the Finnish embassy and there is a place where they asked if I have been denied at a schenghen area before....please house what should I say? Again, my old passport has expired so I have a new one and there is nothing on the new one. should I say yes or no.....

I hope it will not reduce my chances of being issued a residence permit. pls know also that I now have a new passport Bcos the old one has expired. is there a way they can know that I have been denied at a German embassy before?

Lie and when they find out (and they will) you'll get a Schengen ban for several years.

When it comes to that, Member Countries have access to two systems; VIS and SIS. They both store a lot of information, including entry refusals.
Whatever you answer on the application, they'll check you against VIS and SIS. If you don NOT tell the truth, they'll know, and they'll cancel your application on the grounds of providing false information. If you do tell the truth, then there's a chance they'll take a look at the previous refusal and assess the situation.
Lie => 100% chance that the application is cancelled and you'll get an entry ban.
Tell the truth => There's a chance you might be accepted.
In the end, it's your choice.

"Have you been subject to a refusal of entry into the Schengen territory?"
("Onko sinut määrätty Schengen-aluetta koskevaan maahantulokieltoon?")
- and you've merely been denied a visa, you should answer "No", as they NOT the same thing.
What does the German stamp in your old passport say? I don't really see how you would get refusal of entry / entry ban just for a failed tourist visa application.

The question says "have u ever been subject to a refusal of entry into the schenghen territory?" I know I have been denied a tourist visa at a German embassy in 2012. so please what should I answer? Are they the same. should I say yes or no?

on my old passport what I have is visa denied.

I just checked with my lawyer friend. She said that "refusal of entry" is not the same as "negative decision on a visa application". So, it seems that you were NOT refused entry.
