Permanent residence applicaiton refused
Hi,
I have been living in Finland last 4 years (since Dec 2010) with continuous 'A' permit . I have applied for permanent resident permit with a fixed term contract (working in university) for one more year and I am given 'A' permit for this fifth year instead of 'P' permit. When I called, the lady told me that, the rule has not been changed rather the interpretation, i.e., one will get permit as long one has secured income/contract.
Is this a major policy shift or should I appeal? I am not very keen to get involved with court affairs and wait for decision. However, if the chances are very high that I get 'P' , I would go it.
Please help.

It looks like you're using a fixed term contract (after a former fixed term contract?) to get a permanent RP
The police/migri have some room for interpretation if they suspect some "creative" application.
I have no idea if an appeal will be successful or not. It certainly is not a sure thing.
Better wait till you find a job without end date and apply again.

I am bit surprised, the law applied being:
Pysyvä oleskelulupa myönnetään ulkomaalaiselle, joka on jatkuvan oleskeluluvan saatuaan luvallisesti oleskellut maassa yhtäjaksoisesti neljän vuoden ajan, jos edellytykset, joiden perusteella ulkomaalaiselle myönnetään jatkuva oleskelulupa, ovat olemassa ja pysyvän oleskeluluvan myöntämiselle ei ole tässä laissa mainittuja esteitä.
A permanent residence permit is
issued to aliens who, after being issued with
a continuous residence permit, have resided
legally in the country for a continuous period
of four years if the requirements for issuing
an alien with a continuous residence permit
are still met and there are no obstacles to
issuing a permanent resident permit under
this Act.

Fixed term contract -> fixed term permit. Known problem in academics, I think. Can you show that it is likely that your contract will be renewed?

As you said you are living here since 12.2010 - In practice you still have your 4 year extended RP valid until fall this year.
1st RP (A) - 1 year - extended RP (A)- 4 year
After you have lived on these two RPs for 5 years you are eligible for RP (P)
I'm gonna make him an offer he can't refuse. I'm gonna grant him all my old underwears that fit his head helping his nose stays in place

After I appeal, Police department has reversed their decision immidiately and I have got the permanent Resident card in 3/4 weeks.

I came back to Finland on 12.2010 too. I guess I should apply myself then for a permanent RP as I start my own Uni studies in 2 days.
