Where do you report stray animals to?

There is a cat that hangs out around our apartment complex. Some other neighbors have also noticed it and have said that it seems to be loosing weight. We are thinking someone from around our area has moved and left their cat behind. Who are the proper authorities to report this to (Espoo)?

You will have to catch the cat, then you can take it to an animal shelter in Viikki (http://www.loytoelaintalo.fi/) or contact http://www.hesy.fi for the cat to be picked up (applies also for Espoo). They will not do anything unless you have the animal in your possession.
