I was looking for shops selling second hand furniture and I came across a page online that says
"In every Residential Area, there are Recycle Rooms that you may open with your own house key. There are furnitures, kitchen staffs, carpet etc. in the Room. All of these were left by moved away tenants.
First comes, first serviced. Sometimes, you may renew your furnitures at the end of each month since someone are moving away and something are left. If you are lucky, you may find a complete set of furnitures for your new room. Good Luck!"
could that possibly be true? and if so, how can I find the one in Kallio?

What it means that in some apartment buildings they have reserved some space so that tenants may bring their stuff to recycle. Those are not very common, and there's no place accessible to all, you will need a key (i.e. be a resident) to the said apartment building.

The blog where you have found such word is called "Welcome New Students". Moreover, it looks like it is about HOAS and HYS only (might be HOAS only?..) Anyway it has no any relation to other cities at all.

Update: As I see by your messages - you are renting a room by yourself, not from HOAS etc. There is no any such 'recycling room' in a general Finnish house/district.
