Pls Why This Stress on Non EU RP Applicants

I applied for my residence permit in my home country on the 4th of August.I recieved an email from a Migri official saying that I should resend my bank statements and that of my sponsor. Surprisingly my sponsor was told to clarify and explain in detail how he got the money that entered his account on a certain day.
Is that applicable to everyone who applies for residence permit?

It's not. Usually people make no mention of a sponsor because: "Sponsorship agreements provided by relatives, friends or employers are not acceptable. "

If your means of support come from someone else then they must give the money to you as a gift.

The last few years they have become very critical about money sources. (to much manipulation going on).
And yes, they are critical for all foreigners. EU residents don't need a RP, but their financial situation is reviewed when they want to register as a resident.

Does that mean , if you have a permanent resident permit in Italy, but you're not an EU citizen, I wouldn't need a resident permit, only when I want one. And is it possible to also attend a University as such person, without ever getting a RP?

Nope.
rinso probably meant "residents' from an EU country" when he said "EU residents". There are very few countries that make your life slightly easier if you have a permanent RP from another EU country.. Finland is not one of them.
You still need a study-based RP to study in Finland.

Honestly, the whole permanent EU residence permit is almost a scam. I think only Sweden kinda sorta respects the directive.
Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.

Indeed I revered to EU-nationals (people with a citizenship from an EU country)
