Buying car in Finland - Contract

Hi
I'm foreigner (French) and lookign for to buy an old car in a garage in a north town of Finland. All seems fine but need to check some point before going ahead.
The seller (garage) send me a bill of sale which has been signed by a Notary ?! Is it normal ? a notary for a bill of sale ?

This bill of sale is to block the car not yet the official buying paper.
Probably it is the reason of this Notary approach ?

any comments ? it is normal ?

Notaries are not usually used in Finland for anything. It doesn't necessarily mean anything but as with anything you shouldn't sign without understanding the language fully. The most important thing to do is to only give money in return of keys and registration documents signed to your name.
