Posti and Tulli

Hello,
I ordered something from China and today I received it. But I received also the paper from Tulli which
is for paying the importation tax.
Because of the first parcel was too late they sent me another one, so I think that I received the first one but
the second is waiting for me to pay the Tulli tax. If I dont pay the tax they will send it back ?

Remember if it is the same package (item) with the same value, customs rules say:

If you have been delivered a postal parcel that requires customs clearance and has not been cleared, you must submit a customs declaration after the delivery.
