About Dog noise

My nabour's dog barks 12 hours a day when it is alone in the apartment. Is there any where that i can report this in Finland? I'm living in asumis-oikeos apartment and the housing company said they can't do anything. I left a messenge to the dog owner but it does't work. Someone got advice? Thanks a lot.

You can take the matter to the housing co-op. In any case you will need concrete evidence that the noise is disturbing and continuous, multiple tenants saying the same will work towards establishing that, so first I'd suggest to go and discuss with your (other) neighbors.

You can query police on whether it qualifies as disturbance of domestic peace.

i once had an identical situation.
i called eläinsuojelu (*) and told them about it.
after a few days, the problem went away.

(*) means animal protection. i'm not sure anymore which one it was, but i'm under the impression that they enjoy some sort of semi-official status in finland.
in any case, this is cruelty towards animals and thus illegal.

First thing would be to talk to the owners of the dog. They might not even realize the dog is making so much noise/so upset.

well i talked to the houseing company again and they said they CAN NOT do anything. also i left a not to the dog owner and the dog still barks like crazy. anyone know is there animal control department in finland? I tried google it but couldn't find anything.

How about TALKING to the dog owner? Why just 'notes?'

(I've got the same situation and have found the brain develops its own filter - the neighbor apologizes, etc. and that, of course, helps)

And if that does not work, you might try it the electronic way:

Get a high power speaker horn (100W) (for the high notes in the range from 5kHz to 40kHz) and get an amplifier that has the same specs and a signal generator that generates a tone of 22kHz or slightly higher, make a noise trigger on it that as soon as the dog barks, it will generate 100W of 22kHz noise, mount the speaker to the door of the neighbour or even better near any small opening to have the high volume ultrasound reach the dog.

Now the dog will learn very quickly to stop barking..(make sure you have noise cancelling earplugs).

I got this from a geek book called "the electronic demon" or something..... long time ago..

the way i see it, you should contact your nearest Eläinsuojeluneuvoja and hope they speak english.
