As far as I know, possession is not a crime, but importing salvia from outside Finland (and/or selling it in Finland) is a crime.

On the topic, my friend told me to tell you that he assures you that it's overrated and you shouldn't risk ordering online. He also told me to tell you that you can use it at as much as you want, completely legally, in the Netherlands.
Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.
