There's a small shop in Tikkurila which is filled to the brim with mostly new parts but a few old ones. He doesn't speak English at all but if you know what you're looking for and can fit through the piles of stuff and bikes, you'll likely find what you need. If not, there is another one just around the corner, Ajomies (http://www.tikkurilanajomies.fi); he speaks English but has more expensive and newer stuff.
Fillari Magazine has a sale section online at their site ("tori"): http://pyoratohtori.fi/. It's all high end stuff though.
If you're looking for cheap-cheap stuff it's probably easier to buy a used bike at something like the recycling center and pull the parts from it.

raybush, one of the above mentioned kierrätyskeskus might provide an uncomplicated and not too pricy solution.

btw, i found the bicycle guys working in Nihtisilta kierrätyskeskus to be very helpful with small enquiries.
sometimes they told me to just take it (so i just dropped a euro in the tip jar), sometimes they put a price tag on it.
basically you just knock on the back door (from inside the shop) and ask if they can sell you a part.
but you have to come during regular working hours (9-5).

Another good resource for used bikes in good condition is YksiVaihde. It's the singlespeed/track community, but they sell all sorts of bikes.
