Dear nice people,

One of my friends is new in Finland and wants to know some information regarding action of police for small offense and crime in Finland. He was threatened by another foreigner (neighbor) few days ago.

How offensive it is in Finland if someone threatens another person that he (someone) would blow in the face and beat another person? What kind of action police would take if the threatened person calls police or files a case against that person? Is it a crime in Finland to call names such as a**hole or mother fu**** or Bastard ? If yes, how offensive it is? Would police take any action against it?

Kunnianloukkaus ('slander' or something like that)

They can be prosecuted if the offended party requests that.

They can, but will they?
It is highly unlikely the police will do anything if it's a disagreement where emotion run high. If it's a structural thread the police will pay more attention. But as long as it remains verbal, I don't think there will be a prosecution.
And for a prosecution you need some prove. If it remains a "he said, she said" hardly anything can be done.

If they don't, you have the option to prosecute yourself: "Asianomistaja saa itse nostaa syytteen rikoksesta vain silloin, mikäli virallinen syyttäjä on päättänyt jättää syytteen nostamatta, tai mikäli esitutkintaviranomainen taikka syyttäjä on päättänyt, ettei esitutkintaa toimiteta, tai että se keskeytetään taikka lopetetaan."

Or do you mean you always have the option to press charges even in something as minimal as this?

Anybody aware of any precedents in the Finland where something like that is ruled kunnianloukkaus?
Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.

If I tell you you're an a$$hole, that's an insult. If I tell your fiancée's parents you are, that might be slander, but it's arguably a matter of opinion. If I tell them you had sexual relations with my horse, that's a testable question of fact and probably actionable. If I tell your boss and you lose your job, that's almost certainly actionable. Unless I have video of it on my cellphone, I mean

I didn't comment on the chances of such prosecution succeeding. If it's meritless, it's a crime: "Se, jota vastaan syyttämispyyntö on tehty tai jota on rikoksesta syytetty, voi aina kuitenkin ilman edellä tarkoitettua syyttäjän päätöstä itse nostaa syytteen väärästä ja todistamattomasta ilmiannosta."

Correct. You always have the right to press charges. However, it does not come without costs and risks.

I knew someone in Finland who won against another person in court about slander. The other person was bitching about my friend. She took them to court and won I think it was 1500€.

I think, case against women are taken more seriously than men. I mean when a woman is called wh**e/b**ch by a man it is considered more seriously by law than when a man is called son of a b**ch, a-hole or Ba***rd. Therefore, I think 1500€ fine is quite possible against the persons who call names of a woman.
