Probably most of the time it isn't very good idea to bring a dog along, but they seem to be at least in Helsinki largely allowed.

The legal restriction is against bringing (non-guide) dogs to premises where food is sold. That covers both supermarkets and restaurants. Individual shops or shopping centers are free of course have stricter rules. Many do.

Unless its a seeing-eye-dog, no dogs are allowed "on premises"...

Well my local shopping center I often see people with dogs there! Until recently the center had signs that prohibited skateboards bikes smoking dogs etc on the entrance doors but now they have changed the signs but do not prohibit dogs! For me it is a question of hygiene and for people that suffer with allergies! In the center there are food shops cafes etc!
