The first one means: If someone speaks about your demerits, tell him the rest.
The second one means: Please give my best regards, praise me.
And the last one: Spring is here, said a boy when he saw a two-storied cat. (This make no sense
)

I do not recall hearing any of those before so I’d be willing to say these are not too common sayings. Or maybe they’re popular only in a particular region.
