I have been to the one on Mäkelänkatu a few weeks ago.

Well, you can go to Hurstin Laupeudentyö at Helsinginkatu 19. According to their website, you can book a free haircut appointment there.
Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.
