Painting while leaving rented room?

I couldn't find any info about painting from my housing rules, neither from the company I rented the apartment, most of them give details about cleaning the apartment while leaving but no mention about painting.

To ask first, is it tenant's obligation to paint the apartment while leaving when its not mentioned in the housing rules?

Usually not unless stipulated otherwise in the lease.

Section 25
Tenant’s liability for damage to the apartment
The tenant shall look after the apartment with all due care. The tenant shall not, however, be liable for ordinary wear and tear caused by use of the apartment for the purpose specified in the lease agreement, provided that the lessor is responsible for the apartment’s upkeep and maintenance.

Plus you need permission from the landlord to paint.
