Hello, I am a foreign citizen living in Finland.
I had my surname legally changed in my new country and soon I am supposed to receive a new passport in my country's embassy. Also just recently I received a new residence permit under my old name (when I applied for it I still had my old passport). Can someone please help me with advice on what I should do next? I tried looking up information about residence permit and name change and the only information that I found was what to do in case the name change is a result of marriage (and I am single). So basically I have no marriage certificate that normally works as a reason for name change. How does name change for foreign citizens get registered in Finland? Thanks!

Step 1: Inform Maistraatti.
Step 2: Use OLE_KORTT form to apply for a new card. Preferably, do this using the e-Service rather than the PDF form.
Step 3: Book appointment with the police (using the same e-Service).
Step 4: Go to the police station on time and identify yourself. They'd want to see your new passport and old RP card.

Do you know if maistratti will issue some paper that would say that they put in the changes to my surname to their registers? Because I was afraid the police/maistratti wouldn't accept the change just with my new passport (it won't state my former surname)

You can get a population register extract. However, see below.

You repeat maistraatti here. I assume you meant something else. Poliisi has access to the population register, so Finnish paperwork should be unnecessary.
