Doesn't help alone. There needs to be a valid residence permit at the time of citizenship decision and due to processing time it can't be made before the current one expires.

I have been living here in Finland 5 years in B status and five years in A status on the continuous basis. I do have the part-time job ( 4 hours per day ) which is the permanent job. I live with my family and kids. Now, the police have refused my application for permanent residence on the ground of low income. I sometimes earn per month 2000 and sometimes 700 euros per months depending on the work available. I tried to find more job but still I could not found it. I do have only one and half month time- after that my 4 years A status resident permit will expire. I am still working on the same job what I have been doing since 5 years. I made A status with the same job. Now, police is making more problematic on issuing Permanent Residence Permit on the ground of low income. If I could not find another job within one and half month, do I loose my right to live here in Finland? I am on doing PhD in the university too. I am now on problem. What should I do? I have applied again for PR with another new contract and new working hours ( which is seasonal ), but still it has been 2 months, they have not made the decision. If they make again negative decision-what should I do? Do I need to apply again B status or What?

If the income is enough to support you, you have grounds to appeal the decision. In the appeal you would show how your costs are lower than your income. While appeal is being processed, your stay continues to be legal. The PhD does allow B status as student but that should only be a fallback.
