This government proposal implementing 2014/92/EU is currently in the parliament. The directive includes online banking in the basic features

1. Member States shall ensure that a payment account with basic features includes the following services:
(a) services enabling all the operations required for the opening, operating and closing of a payment account;
(b) services enabling funds to be placed in a payment account;
(c) services enabling cash withdrawals within the Union from a payment account at the counter or at automated teller machines during or outside the credit institution’s opening hours;
(d) execution of the following payment transactions within the Union:
(i) direct debits;
(ii) payment transactions through a payment card, including online payments;
(iii) credit transfers, including standing orders, at, where available, terminals and counters and via the online facilities of the credit institution.
The proposed entry into force is October first 2016. Online identification legislation is not changing so getting a Finnish id card will still be required for TUPAS for those without ETA documents.

Thanks for sharing! This is definitely a good step in the right direction.
Now I only hope that the TUPAS requirements (Finnish ID card with hetu on it) are actually used instead of banks enforcing arbitrary requirements on their own. It's time that the government starts cracking down on known offenders such as Nordea.
Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.

It does. A decision has to be made without undue delay and at the latest within ten banking days from application.

You will get the online banking from day one after approved application so there's no need to nullify the charges.
