I was looking into applying for Finnish citizenship (which is still a long, long way down the road) because naturally, I'm in love with a Finnish woman and wish to move there eventually.
One of the requirements for citizenship is: "To be able to acquire Finnish citizenship you must have paid any applicable taxes, fines, student loans, hospital fees, and other such payments."
Do those include debts you have in the US? I have a lot of medical bills, and I owe a local college money because I had to drop out; I have to repay my Pell grant. Do I have to cover those before even thinking about applying?

Debts in Finland... and actually applies only to debts to the state.
