Hi,
Do you have experience of using Air coolers with water tank or portable AC(without external pipe to outdoor)? Is it really worth to spend 300€ on cooling?

The question regarding its value cannot really by answered by a random stranger online. It's all about whether or not it's worth it for you. Is the heat uncomfortable enough for you to drop 300-400 euros? If yes, then it's worth it.
Most of them cool down rooms quite well, and even drop a few degrees off of a big room. They're loud, but they work.
Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.

How those ACs work without pushing the hot air out? As for water tanks... do you mean evaporative cooler? One which keeps the humidity at 100%?

Yes, by water tank; I mean evaporative cooler - in India they work only if ventilation is good otherwise they are really bad and create a lot of humidity in room. I am not sure if they work in Finland or may be products are developed considering building ventilation? I am looking for someone who has used it and can share experience!
