Is it possible for an experienced NON EU software developer to find a job in Finland?
I'm currently in college studying an IT course focused entirely on software development. I would like to know if as a non-EU citzen I could have any chance to receive an offer to work in Finland as long as my skills attract a company. Yes, I know it is extremely hard but I really like Finland. Shouldn't I keep my hopes too high? Please be honest and if that's your case or the case of someone you know please share the experience. My plan os to finish college and gain 3 or 4 years of experience before start applying.

I have known non-EU developers so it is definitely possible. How easy it is I could not say.

Yes and you could actually find several here. Just search for companies that have relocation offers.
Experiences are valued and since relocation costs a lot they should only offer it to rather senior positions, and you should also need to pass the basic tests which in my experience are more about capabilities and work attitude than existing knowledge.
How about study here and then find an intern job or something? That should have a much higher chance if you're aiming a less senior position. Depending on where you come from (I guess) the position here could be lower than what you have in your country, e.g. from leading role to mid developer here, but reasonably so as they also give a lot more autonomy and require each developer to be independent.

Where can I search for these jobs?

stackoverflow's job search has a relocation package filter and a visa sponsorship filter (the latter is not necessary for Finland).
There are also country-specific job sites. I used one for Denmark but not sure about Finland. You can google the websites for expats - they sometimes have links to job sites.
