Driving licence in Finland

I have a Poland driving license and a Poland resident permit at the moment.

The Poland driving license has expired.

Can I still change it to a Finland driving license?

Do I have to be a Finland resident to covert my Poland driving license?

No you cannot change it if it is expired. You also cannot drive with it.

Yes you have to be permanently resident in Finland before being eligible to exchange it.

With a polish residence permit you can only stay 90 days out of every 180 days here. Be careful to not exceed this or you will have problems later.

Here is the text about the license: “You may drive in Finland on the basis of a licence issued in an EU or EEA Member State, for as long as the licence is valid.

If you are permanently resident in Finland or have studied here for at least six months, you may exchange or renew a driving licence issued in an EU or EEA Member State for a Finnish licence, or apply for a Finnish licence in place of a lost, stolen or destroyed driving licence issued in an EU or EEA Member State.”

I also have a unexpired non-EU or EEA license from Dubai, UAE.

Can I exchange it for a Finnish license after waiting 6 months on a resident permit?

Exchange is possible immediately after registration to the population register.

A non EU or EEA driving license can be exchanged then? It does not have to be a european license correct?

At what stage do I register with the population register, before or after getting the resident permit?

You can only register your residence after getting the residence permit.

I am a family member of a finland resident. My wife is Icelandic and has lived here for about 26 years.

We are married in Finland and so I don't have to wait for 6 months to register in the population register.

My question now is if I can CONVERT my DUBAI driving license to Finalnd EU driving license?

Only if Dubai is signatory to Geneva or Vienna road traffic convention. Which it doesn't seem to be. Thus you can not convert your driving license from Dubai.

Dubai is in United Arab Emirates which is a party.

OK, so it seems you have all the information you need to do the exchange.
Oh, by the way, you will need a medical certificate for the exchange of your arab license. And if the license is issued in non-latin alphabet (i.e. arabic) you would need an official translation into Finnish, Swedish or English.
