I am in Finland on an EU family permit and wish to go to St Petersburg, Russia on a cruise ship, I hear I don't need a visa if entering Russia through that St Petersburg on a boat? True or false?

There is no such a thing as an EU family permit.

I went to st Pet. last year by boat from Helsinki, if you stay for less than 72 hrs you don't need a visa, but there are rules: you need to show hotel booking ( air bnb not accepted) a passport and you need to book transport from boat terminal to city centre. I think now things are changing, I heard you have to request a free visa online before you go and you can stay in the st.Pet region for longer, search online for details.
